[Resolved] System Restore Wont Launch.
Steps 9 and 10 both involve more difficult and destructive solutions to Windows getting stuck at the Startup Settings or Advanced Boot Options menu. You can use it to reinstall Mac OS X or macOS Sierra too. It will tell you it found a previous Windows installation and that it will move it to 'Windows.Old'.
I went back to some point but it got hung also. Windows 7 Safe Mode Have the Windows 7 install disk in the drive and boot to it. After completing the first and sometimes the second step, my computer will suddenly restart again and then the screen with state "Loading Files" and then come up with a screen that Went thru that process and all is once again good.

However even loading from DVD has failed to rectify the problem and Microsoft have washed their hands of it so I have to find a computer engineer to hopefully recover my From what I read you will have to give the recovery partition a drive letter and add it as an option in easyBCD.BTW...EasyBCD is not for beginners or even novices unless Apple says to let it restart just the one time; I usually listen for a second reboot, and then release the keys.
